Panama Canal Increases the Number of Booking Slots in the Panamax locks & Neopanamax locks The Panama Canal Authority (ACP) is increasing booking slots in the Panamax locks starting May 16, 2024, and adding an extra slot in the Neopanamax locks from June 1, 2024. Regulations specify the number and type of vessels allowed per direction in both locks, with temporary priority given to passenger vessels in the Panamax locks during certain periods. Customer ranking remains unchanged, while the maximum authorized draft for vessels transiting Neopanamax locks will be adjusted to 13.71 meters (45.0 feet) TFW effective June 15, 2024, ensuring safe navigation aligned with operational requirements and projected Gatun Lake levels. Houthis remain on the offensive The Houthis persist in their offensive on global shipping, striking US naval vessels and merchant ships far from Yemen. Recent attacks include those on the USS Philippine Sea, USS Laboon, Cyclades bulk carrier, and MSC Orion containership. While US Central Command confirmed missiles fired toward the Cyclades with no injuries, the Houthis claimed responsibility for targeting the MSC Orion in the Indian Ocean, purportedly in solidarity with Gaza. Houthis resume attacks on shipping After a hiatus of over two weeks, Yemen's Houthi militants resumed attacks on ships, targeting the Maersk Yorktown and an American destroyer in the Gulf of Aden, as well as firing at the MSC Veracruz in the Indian Ocean. Although no ships were hit, the US Central Command reported intercepting one anti-ship ballistic missile and four drones launched by the Houthis. The group vowed to continue obstructing navigation to ports they perceive as linked to Israel, while merchant shipping faced ongoing threats, with a Greek military vessel intercepting two drones today. Since November last year, the Houthis, allegedly backed by Iranian support, have targeted over 80 merchant ships, prompting a significant redirection of marine traffic from Asia to Europe. This rerouting has led to a substantial decrease in shipping traffic through the Suez Canal, with vessels opting for the longer route around the Cape of Good Hope, resulting in a faster global fleet speed, according to Jefferies, an investment bank. https://lnkd.in/gbHEM9zu

Ocean carriers seek clarity on D&D billing to truckers under new FMC rules The World Shipping Council (WSC) has filed a petition with the District of Columbia Court of Appeals, seeking clarification on the US Federal Maritime Commission’s (FMC’s) rulemaking regarding detention and demurrage billing for port truckers representing ocean carriers. WSC contends that the current rule, slated to take effect on May 28th, contains an internal contradiction, causing confusion and uncertainty within the industry. Despite WSC's request for a technical correction to the rule, the FMC has not addressed the inconsistency, prompting WSC to seek regulatory clarity through legal means. The rule aims to direct billing invoices from ocean carriers and terminals to the contracting shipper or receiver rather than intermediaries like port truckers but remains unclear on whether ocean carriers can bill truckers directly. https://lnkd.in/g4_qsV2f
