The German Locomotive Drivers’ Union (GDL) and rail operator Deutsche Bahn (DB) have reached a new collective bargaining agreement, concluding a five-month dispute over pay and working hours. GDL successfully negotiated a reduction in working hours for shift workers and a transition to a 35-hour workweek without a pay decrease. Under the agreement, train drivers' work hours will progressively decrease to 35 hours per week by 2029. The dispute, marked by strikes and disruptions, had significant impacts on transport networks and supply chains in Germany, including a nationwide rail freight standstill in January. Ship crash sparks chaos for US goods as collapse blocks ninth-largest hub for foreign goods that handles 52 million tons a year - with 10 vessels stuck in harbor A cargo ship struck the Francis Scott Key Bridge in Baltimore around 1:30 a.m., causing its collapse. Preliminary investigations suggest it was an accident. The bridge, part of Interstate 695, had road repair crews on it at the time. Gov. Wes Moore declared a state of emergency, and President Biden was briefed. The ship, Dali, bound for Colombo, Sri Lanka, reported losing power during the collision. No injuries were reported on the ship, with all crew, including two pilots, accounted for. The bridge collapse halted traffic at the Port of Baltimore, impacting shipping operations. Rescue efforts are ongoing, with several individuals missing. The National Transportation Safety Board dispatched a team to investigate. CSMS # 59886037 - Expansion of Risk Based Sampling for Bananas and Plantains at U.S. Ports of Entry Starting March 25, 2024, the Animal Plant Health Inspection Service (APHIS) and the U.S. Customs and Border Protection (CBP) will expand the Risk-Based Sampling at Ports of Entry (RBS POE) program for fresh banana and plantain shipments. This expansion aims to reduce inspections for compliant commodities and incentivize producers to improve quality. The program now covers shipments from various countries by maritime conveyance. While entry paperwork requirements remain unchanged, PPQ and CBP advise trading partners to file paperwork before arrival and include APHIS Core Message Set data for smoother processing. US House passes ‘OSRA 2.0’ to set new curbs on China’s shipping industry The House approved the Ocean Shipping Reform Implementation Act on March 21st, aiming to bolster federal maritime law with enhanced oversight of China-based carriers and freight exchanges while establishing new committees for port and liner service studies. Dubbed OSRA 2.0, the legislation seeks to shield US ports and shippers from Chinese influence. Key highlights include: - Expansion of the "controlled carrier" definition to include support from nonmarket economy countries or those under US Trade Representative investigation for anti-competitive practices. - Authorization for US shippers to lodge complaints against shipping exchanges for market manipulation. - Prohibition of US terminal operators from using LOGINK software in ship-to-shore cranes. - Establishment of advisory committees for ocean carriers and terminal operators alongside the existing NSAC. - Mandate for the FMC to set rules for a standardized data format for maritime freight logistics. BNSF, UP working through rail container backlogs in Southern California Terminal operators at the ports of Los Angeles and Long Beach are addressing a backlog of rail containers due to increased imports, with Yusen Terminals in Los Angeles handling double the usual volume. Despite the backlog, no significant congestion has occurred yet. Anticipating continued high volumes, railroads like BNSF and Union Pacific are deploying more intermodal railcars and adjusting operations to clear out containers. BNSF is steadily reducing the backlog and expects to be current by April, utilizing dedicated equipment focused on port operations. While some terminals cope well, others like TraPac experience surges, leading to temporary embargoes. The dwell time for rail containers has increased, prompting efforts to reduce inventory, with the Port of Los Angeles aiming for a decrease from 12,500 to 9,000 containers.
