TSA's Air Cargo Screening Amendments Expire on October 31, 2023

The Transportation Security Administration (TSA) is implementing changes to the Certified Cargo Screening Program (CCSP) to ease shippers' entry into the secure supply chain. In June 2021, TSA made it mandatory for all U.S. air cargo destined for non-U.S. locations and transported on all-cargo aircraft to meet international screening standards. However, these standards included amendments for "impractical to screen" (ITS) cargo, which will cease to be valid after October 31, 2023, without extensions. After this pivotal date, air cargo shipments previously governed by ITS amendments must comply with the CCSP or undergo screening by the air carrier. TSA is actively encouraging indirect air carriers, manufacturing facilities, shippers, and others to become Certified Cargo Screening Facilities (CCSFs) to streamline cargo screening procedures and minimize fees within the supply chain. CCSFs must adhere to stringent security criteria, encompassing piece-level cargo screening, chain of custody measures, and periodic TSA inspections, among other prerequisites.
